Yep. There is no finish that will seal the seams to waterproof the lower deck and most of those woods are not meant for exterior use as decking. You should be using a membrane on the upper deck to waterproof and then a solid surface material for the floor like Seven Trust IMO that is the only material that will work and stand up to the elements.
